Liquibase Running Slow After Upgrading to v4.23.0 - v4.24.0

Applies to: 

• Liquibase Pro

Conditions:

• Using Liquibase v4.23.0, v4.23.1, v4.23.2, or v4.24.0
• Using a cloud-hosted database

Issue Summary:

When using a Liquibase version from v4.23.0 through v4.24.0, it runs slower compared to the previous versions.

Error Message:

There isn't an error message, but the execution time for certain Liquibase commands (update, and update-sql) will take longer than in previous versions. 

Root Cause:

A performance bug was identified where Liquibase would invoke database commits when it didn't need to.

Resolution:

The performance bug was fixed in v4.25.0 (#5182).

Liquibase does not fix previous releases, so you must update to v4.25.0 or greater to get this performance bug fix.
